LEAKED MEMOS, AS EMBEDDED ESPIONAGE.

"Once bitten, twice shy" If as an individual, you hit your toes against a rock while you are walking down the road, the expected response is to look at the spot, identify the culprit, just in case, to avoid repeat occurrence. Nigeria government has been bitten more than twice, however, it seems that the government is non-conformist in respect of the "twice shy" syndrome. 

If as a government you failed to conform to the settled knowledge of avoidance of repeated misadventures, then you will be afflicted repeatedly with uncomfortable circumstances. This was the obnoxious, ongoing reality, confronting Nigeria government as of today. 

Nigeria government has been afflicted repeatedly, recently, with deluge of leaked official memos, leading to embarrassing situation of epidemic proportion.

Are we living in a Banana Republic?

A chaotic, brutish, state of nature. Not as explicated by Thomas Hobbes, rather as established by the circus of corrupt civil servants embedded in government agencies and their instrumentalist facilitators. 

“If the death at home does not kill, the death outside will not”  

If there are no embedded spy within government agencies, leaked memos phenomenon will be unknown in the lexicography of Nigeria's bureaucracy.

No department of government can be exonerated from the epidemic of internal Espionage. Indeed there are moles planted everywhere by those seeking information. However, I wonder what the Department of States services is doing to stop this happenings. 

"When there is no enemy within, the enemy outside can do you no harm."


It is important to note here, that we are dealing with deliberate machinations to discredit and tarnish the legitimacy of government constitutional authority, an act that is threatening national security. 

This culture of Leaked Memos within Nigeria government establishments are signification of ineptitude, and lack of proper internal control mechanism. Put simply, leaked memos demonstrated an established culture of internal Espionage, unbridled access to government secret information by unscrupulous, unauthorised and disloyal individuals with the willingness to co-operate as a group or individually to tailored a negative narrative with whatever information they gathered about the government as instrument of embarrassment, and reputation damage, leading to perpetual suspicion, coupled with lack of focus in the implementation of government policies since government would be forced to lose focus on important issues. 

Thus, those leaking Memos are in a psychology warfare with the government, and in the process violating official secret act with their illegal attempt at procurement of confidential and secret information, that are not readily accessible to the public.

I read on the pages of newspapers that the The Head Of Service was emphasizing the strict application, use, of civil service rules to fight Internal Espionage. Though, it is a good idea as one of the many combination of instruments to be applied to combat this menace. However, an urgent requirement for digitalisation cannot be overlooked if government is ready to win this warfare.
It is a necessary imperative for the government to establish a digitised civil service administrative processes with strict, selective, access protocols to sensitive data.

LET US HOPE THAT PEOPLE IN GOVERNMENT ARE TAKING US SERIOUS CONCERNING THE RISK OF LEAKED MEMOS TO NATIONAL SECURITY.
