Government is the instrumentarium by which state policies are implemented, it is also the mechanism for determining state policies, while Governance can be define as the inclusive mechanism, the parameters for the creation of monitoring processes for government policies -My view.

Democracy is about agreeing to disagree, a process of disagreement resolution in order to come to a unanimous agreement, a consensus. Consensus building is an existential requirement in a democracy.
Unanimity does not preclude existence of inherent disagreeability rather it is a matter of a quantitative majority coming up with qualitative arguments in support or against a proposal in decison making mechanism thereby a consensus is formed.

If it is difficult to reach a compromise the chairman leading the discussion, in this case the president takes the final decision since the buck stops on his desk at the end of the day.
